“Racism is learned behavior. White Southerners who had fought to defend slavery were surprised and disturbed that freed blacks were showing so much interest in education. They just could not accept that their view of race was wrong. So they used their political power to fight back. Between 1884 and 1888 the U.S. Senate passed the Blair Bill, which would have paid for education in the South for all students, black and white. Southern representatives worked hard to prevent the bill from coming to a vote in the House and thus possibly becoming law. The bill was finally defeated in the Senate in 1890 and the fight against black education succeeded. Prejudice was now being enforced in law. Whites passed laws that said, “You could not vote if you could not read.”
